A claim for an open shift was declined.
Agoo sends this as a signed POST to every enabled endpoint subscribed to shift_claim.declined (or *). Verify the
signature, return any 2xx within 15 seconds, and de-duplicate on webhook-id.

timesheet.submitted Webhook
A timesheet went for approval: its period ended (or the person confirmed it), it was sent back to the first step, or it went back through the steps after reopening. A private type of leave (sick and maternity by default) is counted as `away`. Agoo sends this as a signed `POST` to every enabled endpoint subscribed to `timesheet.submitted` (or `*`). Verify the signature, return any `2xx` within 15 seconds, and de-duplicate on `webhook-id`.
